Authors are not permitted to withdraw submitted manuscripts because the withdrawal process wastes valuable resources, including the time, expertise, and efforts dedicated by editors, reviewers, and the publisher during manuscript processing and peer review.

If an author still requests the withdrawal of a manuscript while it is undergoing the peer-review process, the author and their institutional affiliation will be blacklisted from publication in this journal. The blacklist sanction will remain in effect for a period of 5 years.
